Query the TXT record at:

_smtp._tls.example.com

Confirm the syntax and reporting URI are correct and that the destination can receive reports.

Then check spam/quarantine, mailbox or HTTPS endpoint logs, and any report processor.

A lack of reports does not prove nobody attempted delivery or that TLS is perfect. TLS-RPT is generated by participating sending systems and reporting behavior varies.
